- Once a treaty has been concluded by the President, it is submitted to the Senate in a message from the President, with the text of the treaty annexed to it. It is referred to the Committee on Foreign Relations for hearings and a recommendation to the whole Senate
- Through the 96th Congress (1980), the proposed treaty was printed as a Senate Executive Document and given a letter designation
