International Conventions
In the U.S., there is a distinction between treaties and executive agreements
- Treaties are signed by the President, and the Senate advises and consents to ratification (2/3s vote) by the President
- Executive agreements are just signed by the President
- To the rest of the world, they are both equally binding on the U.S.
